MANSFIELD AND NEWBORN, NEWTON COUNTY

Plumbing in Mansfield and Newborn, GA: Small Towns in Southeast Newton County

Two of the smallest towns in the county, both well away from Covington's city system. Permits here go through Newton County.

Utility rates and public fees for this part of Newton County, not plumber prices.

The two towns on record

The 2020 Census counted 442 people and 176 housing units in Mansfield, on about 1.09 square miles, and 676 people and 265 housing units in Newborn, on about 1.59 square miles. Both sit in the southeast part of Newton County, several miles from Covington.

The EPA's drinking water database lists a Mansfield community water system, GA2170002, serving about 791 people. A search on Newborn as a mailing city did not return a system in our check, so Newborn homes may be served by another system or by private wells.

Check your bill, or the lack of one. A well and septic system means there is no utility to call about a leak, and the plumbing is entirely yours.

Wells: what to check first

If the house is on a well and the water stops, start at the breaker for the pump. If it has tripped, reset it once; if it trips again, leave it off and call for help. Then look at the pressure gauge by the pressure tank: zero pressure with power on points to the pump, the pressure switch or the well itself.

A pump that cycles on and off rapidly usually has a waterlogged pressure tank. Air spitting from faucets or sand in aerators can mean a dropping water level or a worn pump. Note these details for the contractor.

Ask whether the well will be disinfected after any repair that opens it, and consider testing the water afterward.

Septic: the other half

Homes without public sewer rely on septic tanks and drain fields. A slow drain throughout the house, gurgling, or wet, smelly ground over the drain field can all point to a septic problem rather than a pipe.

The City of Covington's permit application, for properties on septic, asks for documentation from the Newton County Health Department, which is the office to ask about septic systems in this county.

Tell the plumber the house is on septic when you call. Clearing a line and pumping a tank are different jobs, sometimes for different companies.

If you are on a public system

Mansfield water customers should ask the town about its rates, leak rules and connection fees. NCWSA customers can use the NCWSA rate page and the calculator.

In either case, keep the plumber's invoice stating where any leak was and what was fixed, and photograph the meter before and after the repair.

Consider whether a connection to public water makes sense if your well is failing. Ask the nearest provider whether a main runs past the property and what its fees are.

Getting a plumber out here

Mansfield and Newborn are farther from Covington than Oxford or Porterdale, so ask about travel or trip charges when you call. Those are the plumber's own prices and vary.

Be specific in the request: well or public water, septic or sewer, the symptoms, and when they started. That helps a plumber decide what to bring on a longer drive.

The Free Quote Request on this page reaches independent plumbers who work in Newton County. Check the license of whoever you hire in Georgia's GOALS lookup; the license guide shows how.

Seasonal checks for rural homes

Before winter, insulate the well pump house and any exposed piping, and make sure the pressure tank area cannot freeze. A small heat source rated for the purpose is cheaper than a burst tank. Disconnect hoses and drain outdoor spigots that are not frost-free.

In spring, walk the drain field and look for soggy or unusually green patches, and listen for the pump running more than it should. Both are early warnings that cost far less to deal with than a failure.

Keep a simple log of pump repairs, septic pumpings and water tests. The next contractor will ask.

Questions to ask a well or septic contractor

Ask what they think is wrong and how they will confirm it before replacing parts. Ask for the pump, tank or part model on the quote, with the warranty for each. Ask whether the price includes pulling and resetting the pump, disinfecting the well afterward, and hauling away old parts. For septic, ask whether they will inspect the baffles and the drain field while they are there.

Write the answers down and compare quotes on the same points. If one contractor recommends a full replacement and another a repair, ask each to explain why the other approach would not work for your system.
